This is not declined, but closed because there is already a suggestion like this open, so it’s a duplicate. See the proposal ‘universal offline mobile client’ for details, and the comments in that thread, specifically my link to the G+ post.
Short summary: webserver integrated in Mnemosyne GUI is coming in next version. Mnemosyne for iDevice will need to be written by someone else.
Note that the current version already comes with a non-integrated webserver (mnemosyne-webserver). This will be integrated in the GUI in 2.3

What a shame! Also a real shame that you won't even let people vote for this idea - it is a more specific idea than the one dealt with in the other thread you refer to. I see there that you've stated that you don't want to make an IOS version and of course you can't follow up every suggestion but it would at least be interesting - and fair - to see how popular the idea is. Maybe if enough people get behind it we might be able to change your mind and I'm sure it would make what seems to be an interesting program far more useful
