Add an always on top option to the window of the application. Simple and easy.
So you can explore with the web browser words or anything in the same time you add them.

Simple, switch to Linux. It's part of the standard interface.

ALT_Escape works well in Windows, as well as Staggering the windows.

I think it would be better not to do this.
This feature can be added for all programs in Windows with simple free software like DM2, PowerMenu, eXtra Buttons, AutoHotkey, Actual Window Manager, AutoSizer, etc.
This kind of global implementation has a more consistent UI and solves the problem everywhere without it having to be implemented over and over for every separate program.
http://alternativeto.net/software/autosizer/ is a website I like for finding such software.

This is a feature that usually video players have. You put a window "always on top", then it is not covered by other windows that you open. That it would be useful in many ways. For instance, I need to check an online dictionary, the plurals of every german noun before I added to mnemosyne. Now the firefox window covers mnemosyne and I need to re-click mnemosyne in the taskbar in order to open it again to write the info.
